- An important initiative which I have no doubt will be of value to the local council. However, it reads as a report that is looking for funding.In this respect the paper is not appropriate for the conference. The evaluation needs to be deeper; the structure and style of writing require significant attention, and although the abstract offers a qualititative methology, this is not articulated.

- Cut the self publicity. Leave out the lobbying for a post! The whole paper lacks any structure. some of the content is useful but fails to be contextualised or grounded or evidenced in anyway.
